The Federation of Bosnia and Herzegovina has launched a procurement for 1.67 million litres of diesel to expand strategic fuel stocks at the Blažuj petroleum terminal near Sarajevo. The tender is aimed at increasing emergency petroleum reserves and strengthening supply security in the Federation.
The contract value is approximately €2.7 million, excluding value-added tax. The procurement will use an open procedure, followed by an electronic auction, with price set as the main award criterion.
Diesel delivery schedule and rail capacity
Diesel deliveries will be made by rail to Blažuj. The terminal can receive up to six tanker wagons per day, according to the procurement terms.
After providing the required performance guarantee, the selected supplier will have 30 working days to complete delivery. Each shipment must be announced at least 24 hours in advance and accompanied by documentation confirming its origin, quality and producing refinery.
Fuel specification and metering requirements
The diesel must comply with the BAS EN 590+A1:2018 Class F standard. Accepted volumes at the terminal will be determined by its metering equipment using temperature-compensated measurements or another method permitted under the Federation’s metrology rules.
The tender follows a broader reassessment of strategic stocks by fuel-importing economies across Southeast Europe amid volatile international prices, shipping disruption and geopolitical risk. Offers are due by November 2, 2026.
Timing ahead of winter demand
The delivery window is described as relatively short, reflecting authorities’ intent to place the additional diesel into storage before winter demand and supply risks intensify.
