In the village of Belica, North Macedonia, residents have embarked on a pioneering journey towards energy self-sufficiency through the establishment of the Belica Renewable Energy Community (REC). This initiative is among the first of its kind in the country, showcasing how local citizens can collaboratively generate, consume, and manage renewable energy resources. The cornerstone of this initiative is a 22 kW solar array installed on a communal building. This system primarily caters to the energy needs of the community, while any excess electricity is fed back into the grid via a net-metering system. However, establishing a REC in North Macedonia presents several challenges. The electricity distribution sector remains monopolized by a single entity, complicating the approval process for new renewable installations. This bureaucratic complexity often results in delays due to extensive documentation requirements. Additionally, many rural areas, including Belica, do not have access to three-phase electricity connections, which restricts the scalability of solar projects. The absence of comprehensive legislation governing energy communities further complicates matters by creating uncertainty regarding their formal recognition and operational rights.

These local challenges are set against a backdrop where North Macedonia still heavily relies on lignite coal for electricity production. Major power plants such as REK Bitola and REK Oslomej dominate the landscape, providing substantial energy supply but also contributing to significant environmental and public health issues, including air pollution and habitat disruption. In contrast, the Belica REC offers a cleaner alternative that aligns with national energy strategies aimed at reducing reliance on carbon-intensive sources while promoting healthier living conditions.

The human element behind the Belica REC is equally noteworthy.
