Romania has taken a significant step in its energy strategy by approving the construction of its inaugural small modular reactor (SMR) facility. Shareholders of Nuclearelectrica have given the green light for a final investment decision concerning a 462 MW project located in Doicești, Dâmbovița County. This initiative is set to utilize technology developed by NuScale Power, underscoring Romania’s commitment to expanding its nuclear capabilities.
The financing package for this project includes up to $243 million, with an initial allocation of $6 million designated for early engineering and procurement activities. The overall pre-engineering, procurement, and construction (pre-EPC) budget has now reached approximately $600 million. RoPower Nuclear, a joint venture between Nuclearelectrica and Nova Power & Gas, will implement a phased procurement model, which involves deploying one 77 MW module first before proceeding with the remaining five units. This approach aims to mitigate risks by evaluating the performance of the initial module before committing to further investments.
The anticipated timeline for operational commencement of the first module is July 2033, while the complete six-module facility is projected for completion by December 2034. Although this schedule reflects delays from previous estimates, it indicates a more cautious and risk-managed deployment strategy.
Initially introduced in 2021, the SMR project has garnered considerable international backing. In 2024, the International Atomic Energy Agency conducted a favorable site review, further validating the initiative. Additionally, RoPower has entered into a front-end engineering and design agreement with Fluor Corporation, which holds a majority stake in NuScale Power. With this investment decision finalized, Romania is positioning itself among the forefront of European nations adopting commercial SMR technology, aiming to enhance its energy diversification and bolster long-term supply security.
