Bulgaria reduced generation at the Kozloduy nuclear power plant after exceptionally low Danube levels. The curtailment was relatively modest in percentage terms, but it carried larger operational significance for the regional power system. The measure marked the first time in Kozloduy’s operating history that extreme meteorological and hydrological conditions led to a preventative reduction in reactor output.
The episode challenges the idea that nuclear power is effectively weather-independent baseload. Large thermal power stations require substantial cooling capacity, meaning river temperatures and water availability can become constraints on operations. In this case, Danube conditions linked multiple generation and system risks across Southeast Europe.
Danube low flows affect hydro output and fuel logistics
Low Danube flows can reduce hydroelectric output across the basin. They can also disrupt river transport of coal, oil and other bulk energy commodities. As a result, hydrology influences both electricity generation and the movement of energy inputs.
The same water constraints can extend to nuclear generation when cooling requirements depend on available river conditions. Romania faces comparable issues around Cernavodă, while Serbia’s exposure runs through both Danube hydrology and regional market prices.
Heatwaves raise demand while river conditions weaken
System impacts can intensify during heatwaves when electricity demand rises. Higher temperatures increase consumption for air-conditioning at the same time that river flows may be at their lowest. Solar generation can offset part of daytime demand, but evening demand remains difficult to cover.
If hydro and nuclear availability are constrained together, regional systems may need additional imports, gas-fired generation or battery discharge. Such adjustments can contribute to sharper price increases in power markets.
Flexibility planning shifts as weather sensitivity spreads
The development strengthens the investment case for flexibility in power systems. BESS, reservoir hydro, demand response and interconnectors become more valuable when generation assumed to be firm becomes weather-sensitive. Utilities may also need to revise long-term planning assumptions.
Climate risk is not limited to renewable-resource impacts, because thermal and nuclear plants are also exposed to water and cooling constraints. The Danube increasingly functions as a shared energy-system asset linking Bulgaria, Romania, Serbia, Hungary and other markets. Its hydrology can affect generation availability, commodity logistics and cross-border electricity prices at the same time.
The Kozloduy event may prove more important as an indicator than as an immediate supply problem. It shows that water scarcity is becoming a capacity constraint even for nuclear power.
