Greece Advances Offshore Wind Development with New Framework

Greece is taking significant steps to revitalize its offshore wind sector, which has been dormant for some time. The government is implementing a new project framework aimed at facilitating the early stages of development in this promising renewable energy segment.

A recent legislative initiative from the Ministry of Environment and Energy introduces mechanisms for initiating marine and wind measurement campaigns. These campaigns are crucial for identifying viable sites for future offshore wind farms and align with Greece’s commitments under the EU’s Recovery and Resilience Facility, signaling a pivotal advancement in the sector.

The transitional phase will see HEREMA (Hellenic Hydrocarbons and Energy Resources Management) spearheading the definition of initial survey zones. These areas are anticipated to include locations near Crete, Evia, the northern Patraikos Gulf, Rhodes, and parts of the Aegean Sea, all of which have been pre-identified as potential sites for offshore wind development.

This initiative adopts a centralized state-led approach, where a public entity will conduct preliminary studies and gather essential technical and environmental data. This strategy aims to minimize upfront risks for developers by providing pre-prepared site data, thereby potentially expediting project implementation once competitive auctions commence.

<pIn light of the current slowdown in the global offshore wind market, Greek authorities view this period as an opportunity to meticulously lay the regulatory and technical groundwork prior to launching competitive tenders. These tenders are now projected to occur toward the end of the decade.

The forthcoming auctions will be regulated by RAAEY, Greece’s energy regulator, which will enforce stringent eligibility criteria for participating developers. Companies must demonstrate considerable experience in offshore wind development, including a successful history with large-scale projects, along with robust financial capacity evidenced by solid turnover and capital strength.
