Eurowind Energy has secured technical grid approvals for approximately 2.3 GW of renewable projects in Romania. The approvals relate to seven projects with combined planned capacity of around 2.307 GW. The projects are expected to connect after 2030, with timing described as significant.
Portfolio details and expected commissioning timeline
The approved portfolio includes about 1,188 MW of wind capacity in Botoșani and another 900 MW at Albești in Constanța. It also covers smaller wind developments and a 49 MW solar-plus-storage project.
The approvals establish technical connection status ahead of construction, but they do not remove permitting, financing or execution risk. Eurowind’s disclosures indicate that the technical approval can increase project value by establishing a route toward the transmission system.
Romania pipeline expansion and network availability constraints
Romania already has one of the largest renewable development pipelines in southeast Europe, while network availability is emerging as a key constraint on new capacity. Eurowind reports a Romanian pipeline of around 7.5 GW.
Developers are increasingly securing grid positions several years before expected construction, reflecting the premium attached to future transmission capacity as the pipeline expands beyond 2030. Grid access is also becoming a more prominent differentiator in renewable project M&A activity.
Transmission access as a factor in project bankability
Projects with strong wind or solar resources but uncertain connection prospects can face challenges attracting financing. In contrast, sites with secured transmission positions may command premiums even when construction remains several years away.
The scale of Eurowind’s portfolio is expected to require substantial network reinforcement. The proposed 1.188 GW Botoșani wind cluster would represent a major addition to Romania’s generation system, while the 900 MW Albești project would add further capacity in Constanța.
Regional implications for internal grids and flexible assets
Constanța is described as one of Romania’s key renewable regions and is close to Cernavodă nuclear generation and potential future offshore wind development. Concentrated generation in these areas would increase the need for stronger internal transmission links, storage and other flexible assets.
The concentration may also raise pressure on regulators to ensure that grid positions are held by projects with credible construction prospects rather than speculative developments. Connection queues are becoming a growing issue across Europe as renewable pipelines expand faster than networks, including Romania after 2030.
Shifts in competition toward scarce grid capacity
The market is shifting away from competition solely for sites as grid capacity becomes a scarce development asset. Eurowind’s approvals are presented as consistent with this trend, indicating developers increasingly view future transmission access as something to secure years before capital is committed to construction.
