Romanian electricity distributor and supplier Electrica has signed an engineering, procurement and construction (EPC) contract for its Bihor 1 renewable energy development. The project combines a large-scale solar power plant with battery energy storage.
EPC contract awarded via tender
The EPC agreement was awarded following a competitive tender process managed by Foton Power Energy, a wholly owned subsidiary of Electrica. The identity of the selected contractor has not been publicly disclosed. Under the terms of the contract, the scope includes delivery of the project’s main infrastructure and associated facilities.
Project location, capacities and grid connection
The Bihor 1 site is planned in the municipalities of Cefa and Madaras in Bihor County. The solar component is set at an installed capacity of 78.8 MW. Battery energy storage will have a capacity of 18 MWh.
As part of the development, the contractor will also build a dedicated 110 kV substation. The substation is intended to connect the facility to Romania’s national electricity grid.
Contract value and post-commissioning services
The EPC contract is valued at approximately 36.6 million euros, excluding VAT. In addition to construction works, the agreement includes operation and maintenance services for three years after commissioning. The services are designed to support performance during the initial operating period.
Acquisition timeline and financing plan
Bihor 1 entered Electrica’s renewable energy portfolio in September 2024. At that time, the utility acquired Foton Power Energy, the company responsible for developing the project.
The investment is expected to be financed primarily through funds raised from Electrica’s green bond issuance completed in 2025. The financing plan aligns with Electrica’s strategy to expand renewable generation and strengthen its position in Romania’s clean energy sector.
