EU sanctions derogation approved for Kozloduy
The Government of Bulgaria has approved a special exemption from European Union sanctions rules that permits Kozloduy to procure essential materials from Russia needed for the safe operation of its nuclear facilities. The decision was adopted by the Council of Ministers. It applies to procurement tied to the plant’s operational and project requirements.
Procurement contract and iron and steel imports
The measure enables Bulgaria’s only nuclear power plant to sign a public procurement contract with a selected supplier. Under the exemption, the plant can import specific iron and steel products required for project execution. The derogation remains in force for the duration of the relevant contractual arrangements.
Nuclear safety and continuity requirements cited
Officials said the exemption is driven primarily by nuclear safety and operational stability. They noted that continuous access to original components, spare parts, and specialized equipment is considered essential for reliable functioning at NPP Kozloduy. Many systems at the plant were originally designed and manufactured in Russia, which can make alternative sourcing technically challenging.
Russian suppliers required for units 5 and 6
The government emphasized that uninterrupted deliveries from original designers and manufacturers support nuclear safety standards, radiation protection, environmental compliance, and safe working conditions. For that reason, certain maintenance and operational contracts for units 5 and 6 must continue to involve Russian suppliers. The exemption is intended to keep essential activities from being interrupted during the period covered by the contractual arrangements.
Kozloduy role in Bulgaria’s power system
Kozloduy Nuclear Power Plant generates more than one-third of Bulgaria’s total electricity output. The plant is described as a central pillar of the country’s energy system and a cornerstone of national energy security. It also plays a role in maintaining stability on the Bulgarian power grid.
