Bosnia and Herzegovina: RiTE Ugljevik Faces Significant Financial Challenges

The coal mine and thermal power plant (RiTE) Ugljevik is experiencing substantial financial difficulties as it enters 2026, primarily due to severe operational disruptions. The facility reported a staggering loss of 18.3 million euros in the first quarter, exceeding its total losses for the entirety of 2025 by approximately 4 million euros. This alarming trend underscores the extent of the operational challenges faced by the plant.

A significant factor contributing to this downturn is a dramatic collapse in revenue. The company’s income plummeted from 18.8 million euros in the same quarter last year to a mere 2.2 million euros, while expenses remained relatively constant at over 20 million euros. This imbalance highlights the critical nature of the current financial situation.

The management of RiTE Ugljevik has attributed these losses to a suspension of both electricity and coal production that commenced early in the year. This production halt was primarily caused by an insufficient coal supply, which stemmed from delays in overburden removal and ongoing development activities at the Ugljevik Istok open-pit mine. These operational setbacks have severely hindered the plant’s ability to operate normally, directly affecting its financial health.

As one of the primary power producers in the Republic of Srpska (RS), RiTE Ugljevik has been offline since January 12 but has recently resumed operations. This restart is seen as a crucial step toward stabilizing output following weeks of disruption, although the long-term implications remain uncertain.

In response to these challenges, RS authorities are taking proactive measures to secure the future of the facility. The government has acquired Comsar Energy RS along with its concession for the Ugljevik Istok 2 mining site for over 120 million euros. This acquisition is anticipated to provide a new resource base for recovery and future operations, which could support the long-term stability of RiTE Ugljevik amidst ongoing market volatility.
