Romania grid operator Transelectrica to invest over €2.25bn in 2026-2035

Romanian transmission system operator Transelectrica plans to invest more than €2.25 billion between 2026 and 2035. The programme focuses on international interconnectors, completion of the domestic 400-kV transmission ring, and renewable integration. The ten-year plan covers 117 projects, including 25 new developments.

Around €440 million, or almost 19% of total investment, is earmarked for international interconnection capacity. The projects include interconnection work involving Hungary, Serbia, and Moldova. This element of the programme is part of Transelectrica’s broader focus on expanding cross-border exchange capability.

400-kV transmission ring and network upgrades

A second priority is completing Romania’s 400-kV transmission ring. The ring is intended to improve electricity transfers between regions and strengthen reliability across the high-voltage network. Alongside this, Transelectrica plans upgrades to existing lines and substations.

The grid programme also includes new transformers and new monitoring equipment aimed at improving system control. These measures are scheduled within the 2026 to 2035 investment window. Together with the ring completion, they are designed to support changes in power flows across the transmission system.

Renewables integration and financing sources

The investment plan reflects shifts in Romania’s electricity sector structure as wind and solar generation expands. Rapid growth in these resources increases both the volume and variability of electricity flows through the grid. Transelectrica says insufficient transmission capacity could become a constraint on project connections.

Higher internal capacity is expected to make it easier to move renewable electricity from generation centres to areas with concentrated demand. Stronger international links are also expected to support larger exchanges with neighbouring markets and improve system flexibility. Transelectrica expects to finance the programme through several sources, including EU support.
