Montenegro: Bids for the construction of the Briska Gora solar park to be re-evaluated

The government tasked the Ministry of Energy and Mining to form a new tender commission that will re-evaluate the bids received at the public invitation for the construction of the Briska Gora solar power plant in Ulcinj.

At today’s session, the Government adopted the Information regarding the implementation of the Briska Gora solar power plant construction project.

As announced by the Government, in the process of implementing the activities according to the Public Invitation published on May 19th, 2018, bids were submitted by three bidders.

The Tender Commission made a Decision on determining the ranking list, according to which the Fortum and EPCG consortium achieved the status of the first-ranked bidder, the second-ranked was the IREDL consortium, while the offer of the Montesolarconsortium was assessed as formally incorrect.

The Government reminded that in the court proceedings that followed, the Administrative Court passed a verdict that accepted Montesolar’s lawsuit and annulled the tender commission’s decision.

“In order to execute the court verdict and overcome the existing problems in the implementation of this important project, the Government tasked the Ministry of Energy and Mining to form a new tender committee for the evaluation of the documents submitted under the Public Invitation,” the announcement states.

The government also adopted the Information on activities on the realization of the project of connecting the power systems of Montenegro and Italy with a submarine cable.

The project of connecting the electrical energy systems of Montenegro and Italy is implemented by the Government, the Montenegrin Electric Transmission System (CGES) and the Italian transmission system operator Terna.
