In response to escalating uncertainties in global energy markets, the Croatian government is set to amend its tax regulations to allow for temporary adjustments to the value-added tax (VAT) on petroleum products. This initiative aims to introduce a flexible tax mechanism that can be activated during exceptional circumstances, particularly in times of crisis.
The proposed changes are designed to equip policymakers with a more agile and precise tool for addressing sudden market disruptions, such as those arising from geopolitical tensions that have recently heightened volatility, particularly in the Middle East. These developments have significantly impacted fuel prices, prompting the need for a responsive regulatory framework.
Finance Minister Tomislav Ćorić highlighted that the existing legal structure lacks the necessary flexibility for swift governmental action. The forthcoming amendments are intended to create a system that enables immediate responses when external shocks threaten economic stability.
Currently, Croatia imposes a 25% VAT rate on fuel. The new proposals would empower authorities to temporarily lower this rate by as much as 10 percentage points, offering relief to both households and businesses during periods of steep price increases. This adjustment is expected to help stabilize the market without altering the overall tax framework permanently.
Officials have stressed that this flexible mechanism will be employed strictly in well-defined emergency situations and will be temporary in nature. The goal is to mitigate the impact of sudden price hikes while ensuring that the underlying tax structure remains intact.
