In a significant development for the renewable energy sector in Southeast Europe, authorities in the Republic of Srpska have initiated a concession framework for the construction of the Leotar wind farm. This project, valued at approximately €750 million, is to be developed by Singapore-based Zodic Energy near Trebinje, marking a pivotal step in enhancing the region’s renewable energy landscape.
The concession process will employ a negotiated procedure, which mandates an upfront payment of around €4 million from the investor upon signing. Additionally, ongoing financial commitments will be tied to the wind farm’s electricity output, with a set fee of €0.0028 per kWh. This structure is designed to provide continuous revenue streams linked directly to production levels.
The Leotar wind farm is projected to have an installed capacity of 537.5 MW and is expected to generate approximately 1,279 GWh of electricity annually. However, the project’s final approval hinges on compliance with regulations aimed at safeguarding cultural, historical, and natural heritage, as determined by relevant authorities.
Following the conclusion of negotiations, the Ministry of Energy and Mining is tasked with delivering a comprehensive report to the government within 60 days. This report will outline the negotiation outcomes and detail subsequent steps necessary for project progression.
Zodic Energy’s involvement follows the exit of a previous investor, with the company having been established in March 2022. It operates with a compact team and has taken over a locally registered entity that was initially created by China’s Zhongbo Group. The latter withdrew from the project in September 2025, citing internal restructuring as the reason for its departure.
This transition in investment underscores a new phase for the Leotar wind farm, which had previously been initiated under a different framework. The current arrangement could facilitate the long-awaited realization of this ambitious renewable energy initiative, contributing significantly to Bosnia and Herzegovina’s energy goals.
