Albania: Winners of first wind tender announced

Ministry of Infrastructure and Energy announced the completion of Albania’s first auction for 15-year contracts for difference (CfD) for the purchase of electricity produced by wind farms.

Minister Belinda Balluku said that three bidders have been selected and awarded a total of 222.5 MW in wind capacity. The ceiling price at the tender was 75 euros/MWh, envisaged for wind projects with between 10 and 75 MW in capacity.

The best bid was received from Total Eren which offered to build a 75 MW wind farm and sell electricity at the price of 44.88 euros/MWh. A consortium of Turkish companies Guris and Moran Energy also presented a project for a 75 MW wind farm and offered the purchase price of 74 euros/ MWh. Austrian Verbund is the third selected bidder with a 72.5 MW wind project and a price of 74.95 euros/MWh. The initial quota was 100 MW, with a possibility to increase it to 150 MW.

Minister Balluku said that the Government decided that it would award up to 250 MW for quality projects, with the main goal of making sure that the agreed investments would be implemented.

Last September, the Ministry said that two consortia and four individual bidders have been selected for the second round of the tender, among 17 candidates who submitted their offers. The bidders qualified for the second round are local companies Ayan and Salillari and Turkish Guris and Morgan Energy as two consortia, French Total Eren and Voltalia, Austrian Verbund and Turkish Eksim Yatrin Holding as individual bidders.
