In October 2011 the managerial teams of Transelectrica and EMS – JP Elektromreza signed the Joint Position Paper 3 in Belgrade, document laying the basis of a new contract to build the 400 kV double circuit OHL making the interconnection between Resita (RO) and Panchevo (RS).

The 400 kV double circuit OHL Resita – Panchevo project of mutual interest aims at increasing the electricity exchanges between the Serbian and the Romanian systems by enhanced interconnection capacities. At present Transelectrica is taking steps to have the investment’s technical-economic indicators approved under GD and initiate the expropriation procedure for the lands required to build such OHL. Transelectrica plans as bid completion target the interval October – November 2012, with a view to select the general contractor and sign the execution contract. TEL and EMS set July 31st, 2015 as deadline for the commissioning of the Resita-Panchevo OHL, stated Mr. Horia Hahaianu, Director General of Transelectrica.

The 400 kV double circuit OHL Resita-Panchevo interconnecting Romania and Serbia crosses 11 administrative territorial units on Romania’s territory, belonging to Caras-Severin County (Resita City, villages Ezeris, Lupac, Dognecea, Goruia, Ticvaniu Mare, Berliste, Ciudanovita, Gradinari, Varadia and Vrani). The total length of the 400 kV OHL Resita-Panchevo is of 171 km, of which 63 on Romania’s territory and 68 on Serbia’s.

The approximate project costs amount to 41.3 mill Euros for the Romanian party (according to the general cost estimate of the investment). The financing source for such project is Transelectrica’s application to access the European funds under the Sector Operational Programme “Increased economic competitiveness 2007-2013”, 4th priority axis “Increasing energy efficiency and supply security in the context of climatic changes”, 3rd major intervention domain “Diversifying the interconnection networks in view of increasing the security of energy supply”, operation: “Sustaining investments in order to interconnect the national electricity and natural gas grids to the European ones”. Transelectrica is Romania’s Transmission and System Operator that manages, operates, maintains, upgrades and develops the transmission grid including 78 transformer electric substations of about 35,000 MVA, as well as 9,028 km of overhead lines at 110/220 kV, 400 kV and 750 kV, managed by 8 transmission branches.
