The Government of Serbia passed a decree on the selection of a strategic partner for the implementation of the project of construction without management and maintenance of large-capacity self-balanced solar power plants with battery systems for electricity storage in Serbia, and the construction of the solar power plants is planned to be completed by June 1, 2028, eKapija announced.
The solar power plants will have a total installed power of 1,000 MWac (or 1,200 MWdc), with battery systems for storing electricity with a total installed power of at least 200 MW and a storage capacity of 400 MWh and will be owned by Elektroprivreda Srbije, which will manage them.
In the decree, it is emphasized that when choosing a strategic partner, the regulations governing the public procurement procedure and the regulations governing public-private partnership are not applied, but that the public invitation is implemented by applying the principles of public bidding based on the collected bids, the principles of transparency and prohibition of discrimination, the principles of environmental protection and the principles of efficiency.
The bidder can be a domestic and foreign legal entity, as well as a consortium of domestic and/or foreign legal entities. Looking for experience in built at least 25,000 MW power projects, as well as more than 5,000 employees.
The bidder should also have an annual turnover of financial assets in the last three years (2020, 2021 and 2022) of five billion dollars per year, as well as have successfully implemented at least one contract of the same or similar nature, on the basis of which solar photovoltaic power plants with a total installed power of at least 300 MWp were developed and built, eKapija reported.
It Is also necessary for the applicant to submit a statement of acceptance of the obligation to complete the construction of the offered solar power plants no later than June 1, 2028, which will be an integral part of the contract with the chosen strategic partner.
The plan, as eKapija reminds, Is for the project to be developed, built and handed over to the ownership of EPS according to the “turnkey” system.
