Preparations for a major transformation of Novi Sad’s district heating system have reached a new stage, as the city-owned heating utility looks for a consultant to oversee delivery of its solar-thermal project. The European Bank for Reconstruction and Development (EBRD) has launched a prequalification process for advisory and supervision services linked to the initiative.
The selected consultant will be responsible for supporting the project implementation unit throughout construction, managing procurement and contracts, and monitoring works on site. The role also includes ensuring that all activities comply with technical, environmental, and social standards under both Serbian regulations and EBRD requirements.
According to the tender notice, companies interested in the assignment have until 1 February to submit their applications. The advisory contract is a key step in moving the €110 million project from planning into execution.
Financing for the investment has already been secured: the EBRD approved an €85 million loan in late 2024, while an additional €24.7 million is being arranged to cover the remaining project costs.
