Serbia: EPS launches tender for FIDIC engineer to oversee final stage of Kostolac B3 project

Serbia’s state-owned power utility, Elektroprivreda Srbije (EPS), has initiated a public procurement process to hire a consultant who will serve as the FIDIC engineer for the concluding phase of the Kostolac B3 thermal power plant project. The estimated value of the contract is around 600,000 euros.

The role, defined under the FIDIC “Yellow Book” framework, involves supervising and coordinating contractor activities during the final project stage. Responsibilities will include reviewing technical documentation, overseeing equipment installation, supervising trial operations and testing, and monitoring the warranty period.

Interested candidates must submit their bids by 10 July 2025.

Construction of the B3 unit was completed in December 2024, with EPS and China Machinery Engineering Corporation (CMEC) signing the facility takeover certificate. The project, part of a broader interstate agreement between Serbia and China, includes both the new 350 MW lignite-fired power unit and an expansion of the Drmno coal mine. The combined investment amounts to 715.6 million US dollars.

B3 is designed as a high-efficiency, supercritical steam unit, expected to operate approximately 7,500 hours annually. This development represents a key milestone in Serbia’s energy sector, reinforcing long-term cooperation with China and enhancing the country’s electricity generation capacity.
