Romania, Transelectrica to publish available connection capacities for RES projects

According to new regulation drafted by the National Regulatory Authority for Energy (ANRE). electricity transmission system operator Transelectrica will have to evaluate and publish the volume and location of transmission capacities available for renewable energy projects.

The regulation is needed to determine how much green energy can be absorbed by the electricity transmission network, while respecting the quality indicators of the electricity transmission and distribution services and maintaining constant security. This particurarly pertains to 110 kV networks.

Starting with 1 December , Transelectrica will publish the data every month, then starting with 1 April 2022, twice a month, from 1 July the data will be published on the weekly basis and, finally, as of 1 October, daily.

According to the National Recovery and Resilience Plan (PNRR), Romania plans to add 6.9 GW of new renewable energy capacity by 2030, of which more than 3.7 GW will be solar capacity.

Earlier this year, Transelectrica said that no new electricity generation capacities could be licensed for connection to the network in southeastern Romania (Dobrogea and surrounding regions) until the ongoing projects for increased the network’s capacity are completed.

The statement was not specific in regard to the type of generation capacities, but it is particularly relevant for the renewable energy (solar and especially wind) projects that were already launched or are planned in the region, as part of a new wave of such investments after the slowdown prompted by the change in regulations around 2013. Another reason is slow implementation of Transelectrica’s projects in this part of the country, i.e. some investments launched 18 years ago have not been yet completed.
