Romania launches third CfD tender for 290 MW of onshore wind projects

The Romanian Ministry of Energy, in cooperation with Transelectrica, the operator of the Contracts for Difference (CfD) mechanism, has announced the third competitive tender for renewable energy producers under the CfD support scheme. The bidding process will take place between 21 and 25 November, with applications due by 14 November.

This round will allocate operational support for 290 MW of newly developed onshore wind projects. The auction will be organized under Ministerial Order No. 1120/2024 and Government Decision No. 318/2024, which set the legal framework for state support to low-carbon technologies. The maximum strike price for onshore wind has been set at 80 euros per MWh.

The CfD mechanism, with an overall budget of about 3 billion euros, is financed through the Modernization Fund and Romania’s National Recovery and Resilience Plan. Administrative costs related to implementation will be covered through a CfD levy applied to final electricity consumers. Transelectrica will manage the evaluation and selection of bids.

Through this tender, the Ministry of Energy aims to strengthen investor confidence, accelerate renewable energy deployment, and ensure stable long-term returns for developers while contributing to price stability in the electricity market. The announcement follows the successful completion of the second CfD round for wind and solar projects in August 2025, marking another step in Romania’s strategy to expand clean energy and build a resilient, low-carbon power sector.
