Montenegro grants 24.5-year lignite concession to Pljevlja Coalmine

The Montenegrin Government has granted a 24.5-year concession to the Pljevlja coalmine for the exploration and extraction of brown lignite at four sites in the Pljevlja municipality: Potrlica, Kalusici, Grevo, and Rabitlje.

Under the agreement, the company will pay a fixed total fee of 64 million euros, divided into annual installments of 2.67 million euros from 2026 to 2050, along with a variable fee calculated each year. The concession also requires the extraction of at least 1.65 million tons of lignite annually.

The tender for these sites was launched in March, following the expiration of the previous agreement with Pljevlja coalmine in mid-June.

Pljevlja coalmine is a wholly owned subsidiary of the state-owned power utility EPCG, which operates the Pljevlja thermal power plant, the main consumer of coal in Montenegro.
