Greece cuts electricity losses through anti-theft measures

The Greek electricity distribution operator DEDDIE (HEDNO) reported a significant reduction in electricity losses, dropping to 10.9% in 2024 from 11.36% in 2023—the first notable decline after years of challenges.

The improvement is attributed to a combination of targeted measures, including advanced algorithmic models to detect electricity theft, increased technical staffing, modernized inspection training, and strengthened laboratory teams for complex cases.

In 2024, detected electricity theft cases rose 67% to 15,554 incidents, with an estimated financial impact of €58.5 million, up 72% from 2023. Recovery efforts also accelerated, with €27 million collected in the first eight months of 2025, 86% higher than the same period in 2024.

Additionally, monthly on-site meter readings across the network have flagged 6,000 suspicious cases of unmeasured supply, improving monitoring and system oversight.
