Europe: EU plans to end Russian LNG imports by 2028 as reliance persists in several states

The European Union imported around 4.48 billion euros worth of liquefied natural gas (LNG) from Russia in the first half of 2025, an increase from 3.47 billion euros in the same period of 2024, according to Eurostat. Total EU LNG imports between January and June 2025 amounted to about 26.9 billion euros, with the United States supplying roughly half, valued at 13.7 billion euros. The European Commission noted that the United States was also the bloc’s largest LNG supplier in 2024, accounting for 45 percent of imports.

While EU sanctions currently cover Russian oil and coal, gas has not yet been sanctioned because several member states remain heavily dependent on Russian supplies, delivered both as LNG and via pipelines such as TurkStream. Brussels has prepared a timetable to phase out Russian gas imports by 2028. Under the proposal, new contracts would be banned from January 1, 2026. Deliveries under existing short-term agreements would need to end by June 17, 2026, and imports under long-term contracts would be prohibited from January 1, 2028. The plan still requires approval from the European Parliament and EU member states.
