Europe adds 6.8 GW of wind power in early 2025 but falls short of 2030 targets

In the first half of 2025, Europe expanded its wind energy portfolio by 6.8 GW, bringing the continent’s total installed capacity to 291 GW. Of this, 5.3 GW was installed within the European Union.

Onshore wind accounted for the majority of the growth with 6 GW, representing an 89% increase compared to the same period in 2024. Offshore projects contributed 741 MW, reflecting slower progress in that segment. Germany led new installations with 2.2 GW, followed by Spain with 889 MW, the United Kingdom with 760 MW, and Turkey with 593 MW.

In total, Europe now operates 254 GW of onshore and 37 GW of offshore wind capacity. Development patterns are not evenly distributed throughout the year, with offshore construction particularly influenced by weather conditions and typically accelerating in the second half.

Despite seasonal trends, WindEurope has lowered its 2025 forecast from 22.5 GW to 19 GW, expecting an additional 12 GW of capacity by year’s end, including 9 GW from EU countries.

By 2030, the EU is projected to host 344 GW of wind capacity, split between 298 GW onshore and 46 GW offshore. This remains below the official target of 425 GW. To close the gap, WindEurope highlights the need for faster electrification of industry, modernization of grid infrastructure, upgrades to port facilities, and full enforcement of streamlined permitting regulations.
