New Framework Aims for Efficient Development

The Greek government is initiating a comprehensive revision of its spatial planning framework for renewable energy, emphasizing wind power potential. The Ministry of Environment and Energy is currently finalizing criteria that will guide the siting of new installations, with the draft expected to enter public consultation in February 2024. This initiative comes as part of Greece’s broader strategy to enhance its renewable energy landscape while aligning with national climate goals.

Timeline and Regulatory Process

A Joint Ministerial Decision is anticipated by June 2026 following the public feedback phase. The Ministry has been assessing a proposal developed by consultants over recent months, particularly focusing on zoning regulations that prioritize areas based on their wind resource quality. This approach aims to facilitate more effective land use decisions without altering existing exclusion zones designated for environmentally sensitive regions.

Integrating Wind Potential into Planning

The revised planning framework includes an altitude-based assessment method designed to evaluate sites based on elevation and technical viability alongside wind potential. Although this methodology was previously considered but not implemented, it now seeks formal inclusion in response to evolving national energy strategies. By improving alignment between development initiatives and climate objectives, Greece aims to bolster its position in renewable energy generation.

Safeguards for Existing Projects

An essential aspect of this overhaul involves protecting ongoing projects from disruption due to new regulations. Safeguards will ensure that wind farms already granted environmental approvals or grid connection offers remain unaffected by the updated criteria, thereby maintaining investor confidence during the transition period.

Aiming for Predictability in Investment Climate

This strategic update intends not only to streamline administrative processes but also reduce legal disputes related to project implementations. By establishing clearer rules and minimizing regulatory bottlenecks, Greece hopes to foster a more predictable investment environment conducive for both domestic and foreign stakeholders involved in renewable energy development.
