Albania’s energy regulator ERE has launched the licensing process for a 100 MW solar project being developed by French renewable energy company Voltalia near the Adriatic port city of Durres. This is the company’s second large-scale solar initiative in the country.
The regulator announced that stakeholders have 30 days to comment on the application. The project, located in the Spitalla area, is already under construction and is expected to be commissioned in the second half of 2027.
Voltalia won the development rights for the Spitalla solar park in a 2021 tender supported by the European Bank for Reconstruction and Development (EBRD). The company already has a strong presence in Albania, having commissioned the 140 MW Karavasta solar facility near Fier in December 2023. That plant generated 132 GWh of electricity in the first half of 2025. Under a 15-year power purchase agreement, half of its annual output goes to Albania’s electricity distribution system operator OSHEE, while the remainder is sold to private operators through long-term contracts.
