Romania advances NPP Cernavoda Unit 1 refurbishment to boost nuclear energy security

Nuclearelectrica has reported significant progress on the refurbishment of Unit 1 at the Cernavoda Nuclear Power Plant, with civil construction works now underway.

The refurbishment is a key component of Romania’s national nuclear strategy, which also includes plans to build Units 3 and 4. Extending Unit 1’s operational life by 30 years is expected to help secure a long-term clean energy supply, strengthen the country’s energy independence, and support decarbonization goals.

Since entering operation in 1996, Unit 1 has generated over 145 million MWh of electricity, maintained a capacity factor above 90%, and prevented around 140 million tons of CO₂ emissions. Alongside Unit 2, Cernavoda ranks among the top-performing nuclear plants worldwide, with a combined average capacity factor exceeding 92%.

A major step forward was obtaining authorization from the National Commission for the Control of Nuclear Activities to build the Intermediate Radioactive Waste Repository (DIDR-U5). Located in the Unit 5 reactor building, this facility will handle low- and intermediate-level radioactive waste from the refurbishment of Unit 1 and the long-term operation of both Units 1 and 2. It will feature areas for waste reception, processing, storage, and maintenance of specialized equipment.

The civil works are part of an EPC contract signed in December 2024 with an international consortium led by Candu Energy. The project follows the highest nuclear safety standards to protect workers, the community, and the environment.

Nuclearelectrica emphasized that the refurbishment represents a strategic investment with lasting benefits for Romania’s energy security and its position as a regional leader in sustainable nuclear energy.
