Greece: Flexible grid connection framework moves forward to boost renewable integration

A new rulebook for flexible network connection terms is progressing after electricity transmission system operator ADMIE submitted its framework to the Ministry of Environment and Energy. The proposal will form the basis of legislation that changes how connection capacity is allocated to new renewable projects. The Ministry plans to present the draft law to Parliament in the autumn, following the bill on CO2 transport and storage. ADMIE’s plan outlines the operating structure for flexible connections, while detailed technical and regulatory provisions will be set through Ministerial decisions and by the energy regulator RAAEY.

Under the new system, renewable power plants will be able to connect in areas designated for network reinforcements even before the upgrades are completed. Each plant will receive a guaranteed minimum offtake, operate under specific curtailment limits, and be compensated if restrictions go beyond the guaranteed level. As transmission capacity is expanded, those limits will gradually ease. If proven more efficient than conventional methods, flexible terms may become a permanent tool, including time-based limits on maximum power injection.

This approach addresses the heavily overbooked connection pipeline and seeks to keep investments feasible, even though the forecasted network capacity to 2030 is already nearly fully allocated.
