Romanian electricity producer Hidroelectrica reported a 27% year-on-year decline in net electricity output during the first half of 2025, generating a total of 6,068 GWh. The decrease was primarily driven by reduced hydroelectric production, which accounts for 98% of the company’s own generation mix.
Wind power generation also saw a downturn, falling 14% year-on-year to 133 GWh. To compensate for the generation shortfall from its hydro-dominant portfolio, the company significantly increased electricity purchases from the market—up 62% to 674 GWh—to fulfill supply obligations to its customers.
Total electricity sales fell by 23% to 6,742 GWh. However, the structure of those sales changed markedly. Sales through wholesale contracts dropped by 43%, while direct deliveries to households and other end users rose by 31%. As a result, end-user consumption now represents a greater share of Hidroelectrica’s supply portfolio compared to the same period last year.
The shift reflects both the impacts of reduced production and a strategic realignment toward direct-to-consumer sales.
